Google Voice
We have included Google Voice, although there is some argument as to whether the Google Voice service is suitably independent of the Internet to be included. You would also first need a Google Account to use Google Voice. However, it is possible to secure a local access number through this service.

Providers Omitted
We would be happy to update the list and to include any other telecom services or products that meet the general criteria for Calling Accounts and specifically the ability to make calls without the Internet being available, using local access numbers. Information Updated
The information contained in the list is accurate as far as we are aware as at March 2020. Apart from calling via local access numbers, many of the providers listed have many other features which need an internet connection including but not limited to VoiceMail, Free Calling, Private Numbers, Call Recording and Call Conferencing.
